Abstract
Community empowerment through the utilization of wastewater treatment plants (WWTPs) has become an important focus in sustainable development. This study focuses on the untapped potential of WWTPs to improve community welfare, as well as the need to develop empowerment initiatives based on local assets. The aim of this research is to analyze the potential of WWTP utilization for community empowerment, identify the factors that influence the success of such programs, and provide recommendations for policymakers and practitioners. The research uses a qualitative method with a case study approach, involving interviews, observations, and documentation. Research subjects were selected based on predetermined criteria, namely communities that utilize WWTPs. The Asset-Based Community Development (ABCD) approach and Stakeholder Theory are used to analyze the community’s potential in utilizing WWTPs for empowerment purposes. The results show that WWTPs not only improve sanitation quality but also contribute to economic empowerment through activities such as hydroponic farming, fish pond businesses, and motorcycle and car wash enterprises. Communities have begun to recognize the benefits of treated wastewater for irrigation and other business activities, although challenges remain in business development and access to financing.
