Abstract

This study examines the effectiveness of rehabilitation efforts for children as victims of sexual abuse crimes implemented by the UPTD PPA of Blitar Regency. In practice, the implementation of rehabilitation continues to face several structural, substantive, and cultural challenges that potentially hinder the comprehensive recovery of child victims. The research adopts a juridical-empirical approach by combining literature review with field interviews involving key actors responsible for child protection policies within the UPTD PPA. The study focuses on two core issues: the form of rehabilitation provided to victims of sexual abuse at the UPTD PPA Blitar and the obstacles encountered during its implementation. The findings indicate that rehabilitation services are not yet fully aligned with statutory provisions, particularly in terms of institutional structure, budget allocation, and inter-agency coordination. Furthermore, prevailing socio-legal cultural attitudes, such as stigma and fear among victims and their families, often obstruct accurate reporting and hinder the effectiveness of the initial assessment process. Therefore, comprehensive improvements are necessary, including strengthening local regulations, ensuring proportional budget allocation, enhancing human resource capacity, and fostering an inclusive legal culture that upholds the best interests of the child.
