Abstract
This study aims to evaluate the electoral governance of the voter data updating phase in the 2024 simultaneous general election in Batu City. This phase is recognized as pivotal, as the accuracy and validity of voter data significantly influence the smooth execution of the electoral process from logistical distribution to the designation of polling stations. Key challenges identified include discrepancies between electoral data and official population registry documents, the absence of formal documentation for changes in civil status, and the dynamic nature of the local population.
The study employs a descriptive qualitative methodology to assess core dimensions accuracy, consistency, and validity of voter data as well as the competence of Pantarlih (enumerators) in implementing the data verification process (coklit). It further investigates the transparency of the recapitulation phase, covering stages from village/kelurahan to the final determination of the Permanent Voter List (DPT). Data collection was conducted through documentation review, interviews, and field observations. Data analysis followed the Miles and Huberman model, comprising three stages: data reduction, data display, and conclusion drawing. Informants included commissioners of KPU Batu, members of PPS, and Pantarlih.
The findings, based on Mozaffar and Andreas Schedler’s electoral governance framework, show that the main challenges in Batu City’s voter data updating are mismatches with civil records and low public awareness. Despite this, collaboration between KPU and Dispendukcapil has improved data quality. Training for Pantarlih has also enhanced accuracy, though institutional coordination and system integration still need strengthening. The study highlights the importance of inter-agency coordination, system transparency, and public education, and recommends stronger KPU–Dispendukcapil collaboration, technical training, and integrated systems to support electoral governance.
