Abstract
Social deviance refers to behaviors or actions that conflict with the prevailing norms, values, and rules of a society. Children of fishermen represent a vulnerable group prone to engaging in deviant social behavior due to complex internal and external factors, particularly the lack of parental supervision as a result of parents spending long periods at sea or working at the Fish Auction Site (Tempat Pelelangan Ikan/TPI). This study aims to identify and analyze the causes, forms, and consequences of social deviant behavior among fishermen's children in TPI Palang, Tuban Regency. The study employs a qualitative approach with a descriptive research design. Data collection techniques include observation, in-depth interviews, and documentation. The data analysis follows the interactive model developed by Miles and Huberman, consisting of four stages: data collection, data condensation, data display, and conclusion drawing/verification. The findings reveal that the main causes of social deviant behavior in fishermen's children are the lack of parental control due to work demands and weak social control in their environment. Forms of deviant behavior observed include skipping school, smoking, excessive loitering, consuming alcohol, and illegal street racing. The consequences of such behavior include disciplinary actions from schools, community sanctions, and legal repercussions. The analysis, based on Edwin H. Sutherland's Differential Association Theory, indicates that deviant behavior is learned through social interactions, particularly with peers who also engage in deviant acts. Factors such as the frequency, duration, and intensity of these negative associations lead to the internalization of deviant values over socially acceptable norms. This research is expected to serve as a foundation for parents, educational institutions, and the wider community to develop more effective parenting strategies and foster a supportive social environment to prevent deviant behavior among fishermen's children.
