Analisis Kebijakan Polandia Menerima Pengungsi Ukraina

This study examines Poland’s policy in receiving Ukrainian refugees by highlighting the influence of supranational pressure and emerging regional solidarity within the context of the Europeanization process. Following Russia’s invasion of Ukraine on February 22, 2022, the massive influx of refugees prompted Poland to swiftly adjust its policies. The adoption of the Temporary Protection Directive (TPD) as a response to the refugee crisis became a key instrument integrated into Poland’s domestic legal framework through the enactment of “The Act on Assistance to Ukrainian Citizens in Connection with the Armed Conflict on the Territory of That State.” This legislation granted Ukrainian refugees legal residency for 18 months, temporary residence permits for up to three years, and access to public services, financial support, and compensation for Polish citizens who provided accommodation. The study employs a literature review method using descriptive analysis, identifying that policy adjustments were driven not only by domestic political dynamics but also by adaptive pressure stemming from the EU’s legal framework—particularly through CEAS declarations and instruments. The findings indicate that the phenomenon of Europeanization has paved the way for Poland to adopt supranational standards while simultaneously responding effectively to humanitarian needs amid the Ukrainian refugee crisis.
