Abstract
The Arafura Sea, a strategic region rich in fish resources, faces a serious threat from Illegal, Unreported, and Unregulated (IUU) fishing by foreign vessels. This activity not only causes economic losses but also threatens maritime sovereignty and the sustainability of Indonesia's marine ecosystem. This study aims to analyze the Indonesian government's strategy to combat IUU fishing through military, diplomatic, and institutional approaches, using maritime security theory. Using qualitative literature research, it was found that these three approaches complement each other: military patrols and law enforcement, diplomacy through international cooperation, and institutional coordination and regulatory strengthening. Although these strategies have shown positive results, challenges remain, such as limited resources and cross-sectoral coordination. Therefore, strengthening institutional capacity and the involvement of coastal communities are key to the sustainability of these efforts.
