Abstract
This research is motivated by the alarming frequency of student brawls in Cirebon City, which occur almost monthly and are triggered by various underlying factors. In response to this situation, the study formulates two core issues: what factors contribute to students engaging in brawls, and how the Cirebon City Police (Polres Cirebon Kota) attempt to address them. The primary aim of this research is to identify the root causes and to assess the police's efforts in handling such incidents. Employing an empirical juridical method with a descriptive qualitative approach, data were collected through interviews, documentation, and literature review. The research is grounded in Edwin H. Sutherland’s differential association theory and Travis Hirschi’s social control theory. Findings reveal that student brawls are driven by limited legal awareness, revenge motives, weak school supervision, and poor parenting patterns. In response, the police have implemented preventive efforts (such as legal education and patrols), repressive actions (including dispersing ongoing brawls), and rehabilitative measures (notably diversion programs). However, these efforts have yet to yield optimal results, mainly due to weak cross-sectoral coordination. The study concludes by recommending stronger collaboration among the police, Correctional Center (PK Bapas), schools, and families, as well as better enforcement of the Juvenile Justice System Law (UU SPPA), in order to create sustainable solutions.
