Abstract

Violence against children is a serious problem that still occurs, including in Malang City. One of the cases found was physical violence against a child with the initials H, which shows that the protection of child victims has not been maximized even though it has been regulated in legislation. Although the perpetrator has been prosecuted, H still faces obstacles in obtaining his rights. This research aims to analyze the role of the Women and Children Protection Unit (UPPA) of Malang City Police in protecting child victims of violence and identify the obstacles faced. This research uses a juridical sociological method with a qualitative approach through observation and interviews, then analyzed using legislation and legal literature. The theories used are child protection theory and legal effectiveness theory. The results showed that the Women and Children Protection Unit (UPPA) of Malang City Police has attempted to provide protection to H through assistance during examination, identity protection, linking with services, and providing information on case progress. However, there are still juridical obstacles such as the unavailability of special examination rooms for children and regulatory gaps, as well as non-juridical obstacles such as limited safe houses and lack of coordination between agencies. Therefore, this study recommends the provision of special examination rooms for children, increasing the capacity of safe houses, strengthening coordination between agencies, and adequate budget support for the protection of child victims of violence.
