Abstract
Stamp forgery in the Complete Systematic Land Registration (PTSL) program is an act that not only harms the people who use or buy the stamps, but also harms the state. Through the PTSL program carried out in Kauman Village, Baureno District, Bojonegoro Regency, it turned out that it could be read and used by S.A Perpetrators to sell fake stamps. Indeed, the S.A Perpetrator consciously did not know about the stamp he sold turned out to be fake, because the S.A Perpetrator bought it at a low price through an online platform that he understood was a discount price. This study formulates two problem formulations, namely about stamp forgery in the Systematic Land Registration Program (PTSL) in Kauman Village, Baureno District, Bojonegoro Regency and Factors that affect the perpetrators of stamp forgery in Kauman Village, Baureno District, Bojonegoro Regency. This research is an empirical research with a juridical-sociological approach. The results of the study stated that the forgery of stamps carried out by the Perpetrator of S.A with the motive of ignorance of the condition of the stamp sold which turned out to be a fake stamp. Also, the factors behind the S.A Perpetrator in the end of committing the action are caused by the internal condition of the S.A Perpetrator who has the ambition to earn a lot of income through the shortest possible time and also because of the disappointment and frustration of the S.A Perpetrator due to the economic squeeze. Furthermore, what affects the S.A Perpetrator is also caused by external conditions that the S.A Perpetrator is influenced by associations, economic conditions and family conditions.
