Abstract
The gap between men and women that occurs is the cause of gender equality issues, and the increase in violence against women, such as in Situbondo District. To overcome this, the government is trying to encourage the achievement of the 5th SDGs Goal through the involvement of the role of community organizations, namely the Public Participation Forum for the Welfare of Women and Children (PUSPA). This research uses a descriptive qualitative approach with a case study, through interview and documentation techniques, as well as literature studies of journals, books, articles, websites as supporting data. The results of this study identified four roles of the PUSPA Forum as a form of state corporatist organ in tackling violence against women in Situbondo Regency through two international development concepts, namely capacity building as a partner or liaison between the community and the government, public advocacy, and multi-party collaboration. While the concept of empowerment is that the PUSPA forum plays a role in women's economic empowerment through training programs and activities. The role of the PUSPA Forum is one of the strategic steps in achieving targets 5.1 and 5.2 to realize the welfare of women in Situbondo Regency.
