Abstract

This research aims to analyze the rationality of the Government of the Republic of Kosovo in its desire to join the North Atlantic Defense Organization (NATO) in 2022. Within the framework of rational actor theory, this research explains that Kosovo's decision is the result of strategic calculations to achieve its national interests, such as increasing security, international legitimacy, and increasing its bargaining position in relations with Serbia. This research uses an explanatory method with a qualitative approach through literature study. The results of the analysis show that Kosovo views NATO membership as a means to overcome external threats, strengthen internal stability, and accelerate international recognition of its sovereignty. However, there are also obstacles such as unstable economic conditions, internal political dynamics, and resistance from countries that have not recognized their independence. By weighing the advantages and disadvantages of the available policy options, Kosovo rationally chose to seek full membership in NATO as part of its foreign policy strategy.
