Abstract
The dynamics of the Southeast Asian region are colored by competition of forces outside the region in pursuit of their interest, especially in the actions of China's aggressivenes in the region. In response to the influence of China, the Unitade State, Australia and Britain formed a defense pact called AUKUS. The formation of the pact received pros and cons related to the development of nuclear submarines which were considered to have potential to trigger konflict. But on theother hand, Singapore chose to cooperate in nuclear submarines, this will certainly have the potential to dispurt regional stability as well as indicate non-compliance with joint commitments in the ZOPFAN aggrement. The research method used is an explanatory type of research to answer the phenomen under study. This research uses the theory of cooperation under anarchy by Kenneth A. Oye to explain why Singapore accepted the cooperation. The results showthat Singapore is pragmatic, adjusting to geopolitical realities characterized by great rivalry. There are indications of non-compliance with ZOPFAN norms for the sake of Singapore's survival and interests. This is based on the fact that although ASEAN is a significant platform for Singapore, it does not have a crucial role in maintaining security amid the anarchic international system in region
