Abstract

This research stems from the suboptimal fulfillment of rights for inmates with disabilities at Class IIB Correctional Facility in Tulungagung. Despite legal mandates such as Law Number 8 of 2016 on Persons with Disabilities, which obligates the provision of accommodations and special services, implementation in the field reveals limited facilities, the absence of dedicated assistance, and unequal treatment among inmates. This study aims to assess the extent to which the rights of inmates with disabilities are fulfilled at the Tulungagung facility and to analyze the efforts made or needed by the prison to ensure justice, accessibility, and legal protection for this vulnerable group.Using a juridical-empirical approach, the study collected data through direct observation, in-depth interviews with prison staff and disabled inmates, and analysis of relevant legal documents and correctional policies. The findings show that while facilities such as wheelchairs, guiding blocks, and ramps are available, critical components such as accessible toilets, Disability Service Units (ULDs), and professional support are lacking. Inmate-to-inmate support is inconsistently implemented, and complaints are often met with slow responses, reflecting low institutional awareness and inclusivity.The fulfillment of rights remains inadequate, hindered by infrastructural gaps, lack of trained personnel, and non-inclusive attitudes among correctional officers. These shortcomings contradict statutory mandates and core human rights values. It is recommended that the facility improve accessibility infrastructure, assign trained personnel for disability support, establish a Disability Service Unit, and enhance staff training on equitable and non-discriminatory practices. Periodic evaluation and budgetary reinforcement are also vital to creating a disability-friendly correctional system.
