Abstract

Special Economic Zones (SEZs) are mega-projects that can have various potential impacts. This
also applies to the Singhasari SEZ in Singosari District, Malang Regency, its designation as a SEZ
can have various impacts on the surrounding area. One of the villages included in the area is
Langlang Village. Concern for resources is important to pay attention to, including the human
resources (HR) of Langlang village. So it is important to see the role played by village governments
in responding to the presence of SEZs in their wiliyah. This research was conducted using a
qualitative method, in which the data sources came from the results of interviews, observations
and documentation. The related documents serve as other supports for additional data sources.
This study finds the role that has been carried out by the Langlang village government in
responding to the presence of SEZ. Starting from 2018 to 2020, several activities related to human
resources have been carried out, ranging from socialization activities related to SEZ, to training
aimed at developing village human resources. However, clearly referring to the SEZ problem, the
village government has not carried out yet, on the pretext that there is still no development that has
occurred in the SEZ itself. This is a shortcoming that must be immediately repaired by the village
government, considering that the preparation of human resources is not the time when the SEZ is
built, but must start from the pre-construction process of the SEZ itself.
