Abstract
The background of this study is the increasing circulation of liquid electronic cigarettes in the community and this is part of the obligation of Malang City Customs to supervise and eradicate them. This study aims to analyze the effectiveness of supervision and the obstacles faced by Customs in eradicating the circulation of illegal liquid electronic cigarettes. This research method is an empirical legal research method. The results of the study show that based on the theory of legal effectiveness used in this study, Malang City Customs has not carried out its role in supervision and eradication effectively. This is due to limited human resources, lack of supporting facilities, and low public awareness of the legal and health impacts being challenges in supervision. Meanwhile, in eradication, ineffectiveness occurs due to the lack of even socialization for investigation and supervision of illegal electronic cigarette distributors and producers in Malang City. The obstacles faced are the lack of adequate human resources, which has an impact on slow and uneven performance. In addition, understanding of developing technology also needs to be improved in order to keep up with the times. The increasingly widespread online circulation of liquid electronic cigarette products requires special supervision. However, these obstacles can still be overcome well by Malang Customs which is alert and responsive in the handling process. The author's recommendation is that Malang City Customs is expected to be able to provide more even and targeted socialization, not only to officers or the community, but also users of liquid electronic cigarettes regarding the negative impacts they get. The supervision carried out also needs to be improved, especially in online sales, and must be able to keep up with very rapid market developments.
