Abstract
Amid the rapid pace of digitalization, Japan has emerged as a pioneer by implementing strict regulations since 2017 to create a secure environment for digital industry players while addressing cybersecurity and money laundering issues. This study examines the strategic role of Japan’s cryptocurrency policies in supporting Web3 digital transformation and shaping the nation's competitive identity through Simon Anholt’s Competitive Identity framework. A qualitative descriptive approach was employed, utilizing document analysis of government regulations, policies, and academic literature related to Japan’s digital ecosystem development. The findings indicate that policies such as the Financial Instruments and Exchange Act (FIEA), stablecoin regulations, and the Payment Services Act (PSA), to protect investors and users, and facilitate the widespread adoption of digital innovation. Domestically, these policies drive startup growth and blockchain technology integration, while internationally, Japan's digital diplomacy strengthens its position as a leader in financial technology innovation. These findings contribute significantly to public policy development in the digital transformation era and serve as a reference for other nations in formulating balanced regulations that ensure both oversight and innovation.
