Abstract
Conditional Cash Transfer (CCT) with village funds in Indonesia (Bantuan Langsung Tunai Dana Desa (BLTDD)) is a government program that aims to ease the economic burden of the poor, especially during and after the COVID-19 pandemic. This program is regulated in the Regulation of the Minister of Villages, Disadvantaged Regions and Transmigration No. 6 of 2020 (Peraturan Menteri Desa PDTT No 6 Tahun 2020 ) and aims to strengthen the consumption of poor households and prevent a decline in purchasing power. This study aims to evaluate the effectiveness of BLTDD in Cepoko Village, Magetan Regency with a focus on its objectives.
The Research uses a qualitative method with data collection techniques through in-depth interviews, observations, and documentation studies. The subjects of the study included village officials and CCT recipients in Cepoko Village. Primary data were obtained from interviews with the Village Head, Village Secretary, and aid recipients, while secondary data came from literature studies and related documents. Data analysis was carried out inductively to understand the meaning and context of the implementation of the CCT program.
The results of the research stated that the program was effective in terms of budget and efficient in resource management, but less effective in achieving long-term goals, such as helping with business capital. Evaluation of the CCT program in Cepoko Village showed that this assistance succeeded in easing the economic burden of recipients in meeting basic needs, but was not effective enough in supporting business development.
