Abstract
This study aims to analyze the form and implementation of cooperation between the Indonesian National Police (Polri), the Korea International Cooperation Agency (KOICA), and the Bandung Institute of Technology (ITB) in addressing cybercrime in Indonesia. The method used is qualitative descriptive, with data collection techniques through official document studies, interviews, and academic literature reviews. The results of the study show that this cooperation includes technical training, information exchange, and the development of digital forensic infrastructure that strengthens the institutional capacity of the Indonesian National Police in addressing cybercrime. KOICA acts as a provider of technical assistance and funding, ITB as an academic partner designing the curriculum and providing trainers, while the Indonesian National Police serves as the implementer and primary user of the program. The Training of Trainers (ToT) program, South-South Triangular Cooperation (SSTC), and the development of a digital forensic laboratory are concrete examples of the implementation of this collaboration. This collaboration not only provides short-term impacts in the form of enhanced technical skills for investigators but also lays the institutional foundation for strengthening the national cybersecurity system. Despite challenges in integrating practical curricula and inter-agency coordination, the involvement of these three parties demonstrates an effective model of international collaboration. With a multi-stakeholder approach, this collaboration is expected to serve as a reference for the development of cyber law enforcement policies based on strategic partnerships.
