Abstract

The Analysis of Farmer Group Dynamics and Capability Classes in Probolinggo City aims to examine the impact of internal and external factors on group dynamics in Probolinggo City, the influence of internal and external factors on farmer group
capability classes, and the effect of group dynamics on farmer group capability classes. This research is descriptive quantitative and is conducted using Structural Equation Modeling (SEM) with the aid of SEM PLS software.Population and sampling are determined using the purposive stratified random
sampling method, consisting of land-owning farmers residing in Probolinggo City who are part of farmer groups. The sample includes 70 farmer groups classified into beginner, advanced, and intermediate capability classes, as Probolinggo City has no
farmer groups categorized as the highest capability class. The Slovin formula is used for sampling.
Data collection is carried out through questionnaires, which are directly distributed to respondents for completion. Additionally, interviews and observations are conducted to obtain a detailed overview of group dynamics. To measure variables, a
Likert scale is used, providing insights into existing conditions based on sample Indikators. The next step involves path analysis using SEM PLS.
The results show:
• Internal Factors (X1) and External Factors (X2) significantly influence Group Dynamics (Y) with p values 0.000 < 0.05.
• Internal Factors (X1) and External Factors (X2) significantly affect Farmer Group Capability Classes (Z) with p values 0.000-0.001 < 0.05.
• Group Dynamics (Y) significantly impact Farmer Group Capability Classes (Z) with a p value 0.000 < 0.05.
Thus, it can be concluded that in Probolinggo City, both internal and external factors have a significant influence on group dynamics and farmer group capability classifications. The study recommends that the government consider a model design for agricultural institutional human resource development, enabling policymakers to
prioritize appropriate development programs. Furthermore, the findings indicate that certain internal and external factors can
still be intervened upon. For example, age as an internal factor suggests that capacity- building programs for millennial farmers remain relevant and should continue to bestrengthened. These efforts align with the Ministry of Agriculture of Indonesia's
program to establish advanced, independent, and modern agriculture.
