Abstract
Indonesia is still classified as a developing country. Therefore, efforts to improve public welfare continue to be made, starting from the smallest lavel, including through national development. This study aims to evaluate the effectiveness of the food assistance program for underprivileged communities, which has been indenpendently initiated since 2018 by the Junrejo Village Government as an influential party, through a shopping coupon system distributed every two weeks to enchance community welfare. This research uses a qualitative approach and includes evaluative ethnographic research, and employs the technique of determining informants and subjects using purposive sampling principles. The study was conducted in Junrejo Village, Junrejo District, Batu City, with data collected through observation, interviews, and documentation. Data analysis used Brinkerhoff’s Formative and Summative evaluation model, with data validation through source triangulation. The theory applied in this research is the system theory and the preprequisites for system survival using the AGIL criteria developed by Talcott Parsons. The results show that the program has been successful and fairly effective in improving community welfare by involving local vegetable-trading MSMEs as distribution partners, altough is implementation is not yet fully optimal. Evaluations are carried out regularly through field monitoring and coordination among related parties.
