Abstract
This study analyzes the rationality of President Donald Trump in implementing the United States' restrictive policy against Huawei. The policy, enacted on May 15, 2019, placed Huawei on the Entity List, effectively prohibiting the company from purchasing critical components from the U.S. without special licenses. This decision was based on concerns that Huawei could pose a national security threat, particularly through potential misuse of 5G technology. Using the Rational Choice Theory, this research explores Trump's decision-making process, which includes problem identification, goal selection, alternative analysis, and final decision-making. The findings reveal that this policy was driven by the U.S.'s strategic interest in dominating the global technology competition, particularly in 5G development, and efforts to limit China's economic and technological dominance. While intended to protect national interests, the policy escalated trade tensions between the U.S. and China and negatively impacted the global technology sector.
