Abstract
Semiconductors are critical components for China's ambition to become a global technological powerhouse, but reliance on imports, particularly from Taiwan, poses challenges to China's national security. Dependence on Taiwan's semiconductor industry has become a national security issue for China, threatening technological independence amid geopolitical competition. This qualitative study employs securitization theory to explore how Xi Jinping, through speech acts, constructs this dependence as a national security threat while promoting technological independence through initiatives such as 'Made in China 2025.' Using discourse analysis, the study reveals that a narrative strategy emphasizing the importance of technological independence, supported by substantial investments and policies, significantly contributes to the development of China's domestic semiconductor industry. The findings indicate that dependence on Taiwan's semiconductors has been relatively successfully securitized as a national security issue, driving domestic investment and resources, although it remains hindered by technological and geopolitical challenges in achieving full technological independence.
