Abstract

Land disputes are an agrarian issue that frequently occurs in Indonesia, including in Sidorejo Village, Doko District, Blitar Regency. This conflict involves the community with PT. Perkebunan Cengkeh Branggah Banaran regarding the extension of the Right to Cultivate (HGU). This research aims to identify the causes of the dispute, analyze the dynamics of the social movement that has formed, and evaluate the effectiveness of the strategies used by the community in fighting for their agrarian rights. This research uses a qualitative method with a descriptive approach. Data were collected through in-depth interviews, observations, and document studies. The research results show that this dispute is caused by overlapping land ownership claims, lack of transparency in HGU extensions, and the misalignment of company policies with community interests. In response, the residents formed a social movement through demonstrations, meetings with the government, and advocacy through media and human rights organizations. Although this movement has succeeded in raising public awareness and attracting government attention, conflict resolution still faces obstacles, such as the lack of legal support and policies that have not yet favored the community. This research emphasizes that the success of social movements heavily relies on resource mobilization strategies and support from various parties, including advocacy organizations and the media. Therefore, policies for land dispute resolution that are fairer, more transparent, and involve active community participation are needed to avoid future conflict escalation.
