Abstract

This study aims to analyze the implementation of the electoral supervisory function by the Election Supervisory Body (Bawaslu) of East Java Province in resolving process disputes during the 2024 General Election. As an election supervisory institution, Bawaslu plays a strategic role in maintaining the integrity of democracy through supervision, prevention, and enforcement of electoral violations, including the resolution of process disputes. The research focuses on the dispute resolution mechanism, challenges encountered, and the implementation of Bawaslu's functions in the field.

This study employs a qualitative research method conducted over four months in Surabaya, East Java Province. A literature study approach was used, with data collection techniques including a literature review of relevant sources. Additionally, data and information were obtained through interviews with key informants, specifically the Coordinator of the Prevention, Supervision, and Public Participation Division (PSPP) of East Java Bawaslu. Data analysis techniques include data collection, data reduction, data presentation, verification, and drawing conclusions. The research findings are presented descriptively and analytically.

The findings reveal that Bawaslu East Java has carried out its dispute resolution functions in accordance with Bawaslu Regulation No. 9 of 2022 concerning dispute resolution procedures and Law No. 7 of 2017 on General Elections. The dispute resolution process involves mediation and adjudication mechanisms aimed at providing fair solutions for disputing parties. However, several challenges were identified, such as limited human resources and the short timeframe for resolving disputes.
