Abstract
ICC prosecutor Karim A.A Khan QC announced his intention to open an investigation into the Ukraine crisis days after the Russian invasion of Ukraine. On March 2, 2022 the investigation began and focused on alleged crimes committed in Ukraine based on a joint referral from 43 states parties to the ICC.The purpose of this research is to find out how the ICC acts as an international regime in the Russian-Ukrainian conflict.This type of research is descriptive qualitative using data on the conflict between Russia and Ukraine related to violations of international humanitarian law committed by Russia in Ukraine, data on the contents of the Rome Statute as the legal basis of the ICC, as well as data related to the ICC's efforts in responding to violations of international humanitarian law committed by Russia in Ukraine. The ICC plays an important role as an international criminal law regime in promoting cooperation among states and international actors to uphold justice and accountability for international crimes. The ICC established strategic cooperation with the Government of the Netherlands, which provided forensic and digital expert support to strengthen the investigation process, and with the Government of Ukraine, through the establishment of an ICC office in Ukraine in March 2023. The ICC has an important role in regulating and influencing the behavior of state parties through the provisions contained in the Rome Statute. ICC member states are obliged to arrest and surrender Vladimir Putin if he is within the jurisdiction of the ICC. The ICC's assertiveness demonstrates its important role as an international regime that requires member states to carry out their obligations based on the principles, norms and rules that have been mutually agreed upon in the Rome Statute.
