Abstract

Electronic Traffic Law Enforcement (ETLE) is a technology-based system that aims to record and document traffic violations electronically in order to improve safety, order, and discipline in driving on the highway. This system is expected to be a solution in reducing the number of traffic violations and creating more transparent and accountable traffic governance. However, in the jurisdiction of the Malang City Police, there are still many cases of traffic violations that occur even though the ETLE program has been implemented in recent years. This shows that there are challenges in the effectiveness of the implementation of this system. This study aims to analyze the effectiveness of the implementation of electronic ticketing in overcoming traffic violations in Malang City by considering several main factors, namely aspects of law enforcement, applicable regulations, and the level of public acceptance and compliance. In addition, this study also attempts to identify various obstacles faced by the police in implementing ETLE in the field. This study uses an empirical method with a sociological legal approach, where data is collected through interviews, observations, and questionnaires, then analyzed descriptively qualitatively based on applicable laws and regulations. The results of the study indicate that the implementation of electronic ticketing at the Malang City Police has not been fully effective due to the limitations of the ETLE system in detecting all types of traffic violations. The main factors that hinder the implementation of ETLE include low public legal awareness, limited facilities and infrastructure, and environmental factors. However, procedurally, the implementation of ETLE has been in accordance with applicable regulations in the traffic law system, although it still requires optimization to be more effective.
