Abstract

This study examines legal protection for female victims of sexual harassment within the jurisdiction of the Tulungagung Police Department. The findings indicate that the forms of harassment include verbal, physical, and online harassment, all of which have serious psychological, social, and legal impacts on the victims. The Tulungagung Police have implemented various preventive, repressive, curative, and rehabilitative measures, such as legal education, victim assistance, and collaboration with external institutions. However, the effectiveness of legal protection remains limited due to structural and cultural barriers, including social stigma, lengthy legal processes, limited law enforcement resources, and insufficient inter-agency coordination. Strengthening law enforcement, increasing the capacity of police officers, and optimizing institutional collaboration are essential to establish a more responsive, fair, and victim-centered legal protection system.
