Abstract

The Identity Card (KTP) is an official identification document mandatory for Indonesian citizens aged 17 and above. The Department of Population and Civil Registration (Dispendukcapil) of Malang City provides various civil administration services, including KTP issuance. However, the current KTP printing process is considered inefficient. Therefore, a Business Process Reengineering (BPR) was conducted using the ASME (American Society of Mechanical Engineers) standard map and throughput efficiency testing. The goal is to analyze and redesign the existing process to improve service quality. This process involves several stages such as data collection, process identification, redesign, and efficiency testing. The method helps identify bottlenecks and improvement opportunities in the service flow. The result shows an increase in throughput efficiency from 44.6% (7801 minutes/3 working days) to 75.49% (1959 minutes/1 working day), achieving a 30% improvement. This enhancement is expected to accelerate the overall civil administration services.
