Abstract

This research aims to analyze Indonesia's efforts in combating transnational crime, focusing on the illegal internship case in Germany in 2023 that involved 1,047 Indonesian students as victims of exploitation. The approach used encompasses five main steps: protection, law enforcement, international cooperation by non-state actors, education, and victim assistance. Protection was carried out through appeals from the Ministry of Education, Culture, Research, Technology, and Higher Education to universities to ensure that Ferienjob was not recognized as part of the Merdeka Belajar Kampus Merdeka (MBKM) program, as well as encouraging the creation of clearer internship regulations. Law enforcement involved the application of laws related to human trafficking and the protection of migrant workers. International cooperation by non-state actors was conducted through Interpol to apprehend international perpetrators via red notices. Indonesian students in Germany were educated by the Indonesian Embassy in Berlin by providing clarification and legal protection, while also emphasizing that the Ferienjob program was not part of academic activities. Meanwhile, the Witness and Victim Protection Agency (LPSK) assisted and provided protection to victims. This research employs two concepts: the concept of non-traditional security and transnational crime. The findings of this research indicate that although these steps are crucial in protecting Indonesian migrant workers, their effectiveness still needs to be improved through better coordination among institutions and the strengthening of international internship regulations. This research contributes to understanding how national policies and international cooperation can reduce the exploitation of Indonesian migrant workers and prevent the recurrence of similar cases in the future.
