Abstract

Basically, crime prevention includes strategies, policies, and actions to prevent and overcome crime. Juvenile delinquency is defined as the actions of adolescents (during the development from children to adults) that violate community norms, rules, and laws. This deviant behavior can endanger the maintenance of the social system and therefore can be considered a source of problems such as disruption of the right to a sense of security for the community. The focus of this study is to determine how to overcome violent crimes committed by armed motorcycle gang convoys among teenagers and the analysis of overcoming violent crimes committed by armed motorcycle gang convoys among teenagers in terms of fulfilling the right to a sense of security for the Tuban community. The research method is empirical qualitative juridical (interviews and questionnaires) and theoretical literature. The efforts made by the Police are preventive through patrols at vulnerable hours or places, village visits, and community development. Repressively through Law No. 11 of 2012 concerning the Juvenile Justice System. In addition, rehabilitation efforts through social services or psychiatric institutions. The obstacles faced are law enforcement factors, lack of police human resources and lack of efforts in overcoming preventive criminal acts related to patrols and village visits. Efforts to overcome these obstacles by increasing the number of police personnel and increasing strict patrol activities and increasing village visits by increasing the role of Bhabinkamtibmas and forming a youth task force forum against motorcycle gangs, as well as providing security guarantees to the community.
