ANALISIS YURIDIS SOSIOLOGIS PERTANGGUNGJAWABAN PENCEMARAN LINGKUNGAN HIDUP SUNGAI WELANG DI KABUPATEN PASURUAN (Studi di Dinas Lingkungan Hidup Kabupaten Pasuruan)

This research discusses environmental pollution, especially rivers. Welang River as one of the sources of life for people in Pasuruan Regency, has experienced negative impacts due to industrial activities and domestic waste. This research aims to analyze legal liability for pollution that occurs. The method used in this research is juridical sociological and data collection through interviews, observations and document studies with descriptive qualitative. In this study the results obtained First, indicating environmental pollution by referring to the Regulation of the Minister of Environment and Forestry of the Republic of Indonesia No.27 of 2021 concerning environmental quality index, appendix I Procedures for selecting monitoring locations, data collection methods and calculating water quality index. For quality standards according to class refers to the Government Regulation of the Republic of Indonesia No.22 of 2021 concerning the Implementation and Management of the environment. Appendix VI. Second, the settlement effort made by the Pasuruan Regency Environmental Service is to impose government coercion sanctions without a written warning on the basis of Law No.32 of 2009 and Government Regulation No.22 of 2021. However, those affected are not only the environment but also the community, the community can apply for compensation by making efforts to resolve disputes outside the court first, if these efforts do not get results. Then, the community can proceed to the next form of effort, namely through the court by filing a lawsuit. The results of this research are expected to make a reference contribution regarding environmental pollution liability.
