Abstract
This study examines the implementation of the Electronic-Based Government System (SPBE) in Malang City, focusing on stakeholder analysis. The primary issues addressed in this research include identifying and mapping stakeholder roles in SPBE implementation, as well as highlighting challenges such as the high number of inactive SPBE applications and the low public awareness of the system. These challenges hinder the optimization of digital services, which are intended to enhance government efficiency and transparency. This study aims to understand stakeholder dynamics, classify their roles into categories such as key players, context setters, subjects, and crowds, and develop stakeholder management strategies to improve the success of SPBE in Malang City.
The research employs a qualitative descriptive approach, utilizing data collection techniques such as direct observation, in-depth interviews with government officials and relevant stakeholders, and document studies on regional regulations and SPBE implementation reports. Data analysis was conducted using reduction techniques, structured narrative presentation, and verification through source triangulation to ensure the validity of findings.
The results indicate that the success of SPBE implementation in Malang City heavily relies on the coordination among key stakeholders, such as the Mayor, Regional Secretary, and the Department of Communication and Informatics (Diskominfo), who act as key players. However, major challenges include the underutilization of SPBE applications and inadequate public outreach, leading to low adoption of digital government services. This study recommends enhancing public education and awareness, optimizing the functionality of SPBE applications, and strengthening stakeholder coordination to ensure that SPBE implementation effectively improves government efficiency, transparency, and accountability.
