Abstract
The East Java Provincial Social Service is the place where the extreme poverty program is implemented at the East Java level. The aim of this research is to find out how to implement policies to accelerate the elimination of extreme poverty in East Java, along with supporting and inhibiting factors. The theory used in this research is the theory of policy implementation developed by George C Edward III. The research method used is a descriptive method with a qualitative approach.
The research results show that the implementation of policies to accelerate the eradication of extreme poverty in East Java is based on Presidential Instruction Number 4 of 2022, which emphasizes program synergy in efforts to achieve the target of zero percent extreme poverty by 2024. With proper stakeholder coordination and program evaluation, the acceleration of eradication of extreme poverty in East Java has the potential to run optimally, produce real impacts, and achieve the target of zero percent extreme poverty by 2024. This achievement is highly dependent on stronger synergy between policies set by the central government and operational policies at the regional level, especially in in terms of empowering beneficiaries
Apart from that, there are also supporting factors in implementing this extreme poverty program which come from budget support and attitudes from the East Java Provincial Government, while the inhibiting factors are the lack of skills of the beneficiaries and the assistance obtained is considered too small if starting a business from scratch. Therefore, it is recommended to provide training to the Beneficiaries before distributing the aid.
