PENANGGULANGAN PENYEBARAN PORNOGRAFI MELALUI MEDIA ELEKTRONIK STUDI KASUS DI KEPOLISIAN MALANG KOTA

The development of information and communication technology in Indonesia has brought great benefits, but also presents serious challenges, one of which is the spread of pornographic content through electronic media. This study aims to analyze the countermeasures taken by the Malang City Police as well as the obstacles faced in handling cases of the spread of pornography. This research uses a qualitative method with a case study approach in Malang City Police. Data were collected through interviews and documentation, then analyzed using penal and non-penal legal theories. The research findings show that the police use a penal approach through law enforcement based on Law Number 44/2008 on Pornography and Law Number 1/2024 on ITE. Meanwhile, the non-penal approach is applied through community education and cooperation with various parties in preventing the spread of pornographic content. However, there are several obstacles in the implementation of countermeasures, such as limited human resources in handling cybercrime, weak coordination between institutions, and low public awareness of the dangers of pornography. Therefore, this study recommends increasing the capacity of law enforcement institutions, revising regulations that are more adaptive to technological developments, and strengthening digital literacy education for the community.
