Abstract

Marriage Law No. 1 of 1974 regulates the age limit for marriage for men and women. article 7 paragraph 1 for men is at least 19 years old and women 16 years old. in the latest amandement to Law No. 16 of 2019 the minimum age for marriage is set at 19 years for both men and women. article 7 paragraph 2 also explains that if something happens that requires the couple to be married before that age, the famale guardian can first apply for a marriage dispentation to the local Religious Court. early marriage in Indonesia is against the law in a marriage. socio-economic factors and inadequate marry off their daughters at an early age the purpose of this study was to explore the factors behind the practice of early marriage in Lowokwaru District and to find out the steps taken by the Lowokwaru Religious Affairs Office in preventing the practice of early marriage researchers used two sources to obtain data, namely primary and secondary data. primary data is data obtained directly from the results of interviews with the head of the Office of Religions Affairs, while secondary data is data obtained through observations (documentation) at the Office of Religious Affairs, journals and news in the media on line. the results of the study show that there are three factors that cause the practice of early marriage in the Office of Religious Affairs. first, economic factors, where parents want their children to get married soon with the aim of reducing the family's economic burden. second, promiscuity factor. this factor occours due to lack of guidance regarding the impact of associating freely which will result in pregnancy outside of marriage. third, the factor of the lack of sex education and religious education from an early age from parents which results in children never knowing the dangers of promlems with famale reproductive organs and will fall into promiscuity and never know whether it is a sin or not. the efforts of the Lowokwaru Religious Affairs Office in preventing the practice of early marriage are in two ways, namely by holding marriage guidance and marriage coaching which is carried out at the Office of Religious Affairs.
