Abstract

This thesis discusses the fiqh of disaster as a result of the 29th National Tarjih Conference 2015 in Yogyakarta. Geographically, Indonesia is located in the ring of fire or the ring of the pacific ocean, so there is the potential for disasters such as earthquakes, tsunamis, volcanoes and so on. From this fact, Muhammadiyah formulated disaster fiqh as a guide to avoid behavior that could damage the environment and bring about disaster based on an Islamic perspective. This thesis will answer three questions: first, what is the product of Muhammadiyah's ijtihad on disaster fiqh? Second, why is Muhammadiyah's ijtihad important? And third, how is ijtihad fiqh for disaster carried out? This thesis finds that first, disaster fiqh contains disaster guidelines which include the concept of disaster, how to interpret disaster, perspective on disaster management, fulfillment of the rights of disaster victims, and issues of worship during a disaster. Second, the urgency of disaster fiqh includes straightening out the public's perspective on disasters, protecting disaster victims, and providing religious guidance in the event of a disaster. Third, the writer finds that the process of ijtihad fiqh disaster that Muhammadiyah has taken is quite long. In this ijtihad Muhammadiyah involved the Tarjih Council and the PP Muhammadiyah Disaster Management Institute. This kind of ijtihad, called collective ijtihad, collaborates Islamic science experts with disaster science. Prior to intense ijtihad by the scriptwriting team, seminars were first held in various places about disasters. After the draft decision was made, the next process was brought to the Tarjih National Deliberation which was then decided and became the official document of Muhammadiyah.
