Abstract

Public policy is the imposition of values on audiences with values and goals. Conflict between Allochtone and Autochtone in the Netherlands occurred because of the growth of uncontrolled immigrants, in addition to the majority of immigrants coming from the lower middle education group which resulted in them having difficulty competing in the job market. In addition, cultural differences and government policies that seem indulgent make it increasingly difficult for immigrants to integrate with Dutch social culture. This study discusses how the Wet Inburgering Nieuwkomers policy formulation in the Netherlands in 1998-2008, as a policy aimed at resolving the problem of immigrants. Using the intermestic approach and Thomas Dye's public policy theory, the author tries to explain the influence of international and domestic actors and factors that influence this policy formulation, as well as how the Wet Inburgering Nieuwkomers policy making process is in the Netherlands. The results of this study indicate that this policy is influenced by the United Nations and the European Union who want each country to provide protection to immigrant communities. In addition, the interests of the Dutch government to overcome the horizontal conflict between Allochtone and Autochtone have been accommodated by the more stringent restrictions and selection of immigrants set out in the Wet Inburgering Nieuwkomers policy.
