Abstract
Education does not develop yet because of some factors, such as centralistic management that is still used. School Based Management (MBS) is a management that can accommodate the school needed, school has full right in conducting the programs based on their vision and mission. School components are asked to have more roles in order to reach the goal of the school. SMP Negeri I Batu is a favourite school in Batu and belongs to “Rintisan Sekolah Bertaraf International (RSBI)” (International based school). This school conducted school based management since 2001. That was supported by the need to create open-management, participative, and accountably school management. This research was done in Batu with these following purposed: (1) To know and analyze how are the forms of programs in implementing school based management in SMP Negeri I Batu, (2) To know how are the roles of the principal in implementing school based management in SMP Negeri I Batu, and (3) To know what are the supporting and obstacling factors in implementing school based management in SMP Negeri I Batu. The sources of the research are the principal of SMP Negeri I Batu and the coordinators in organization structure in SMP Negeri I Batu. The techniques used by the researcher in collecting the data are: (1) Observation, (2) Interviews, and (3) Documentation. From the result of the research, can be conclused that the form of programs in implementing the school based management in SMP Negeri I Batu are constructed in every new semester, consist of long-term and short-term program and constructed by all components of the school. The role of the principal in implementing school based management in SMP Negeri I Batu covers three steps: construction, implementation, and evaluation. Those were related with the role of the principal as the leader, manager, facilitator, motivator, supervisor and evaluator. The supporting factors in implementing the school based management in SMP Negeri I Batu the need of the school components to create open-management, transparent and accountable. The obstacling factor in implementing the school based management in SMP Negeri I Batu is the minimum fund and the unready of the school components in school based management.
