PERAN UNHCR DALAM MENANGANI PENGUNGSI AFGHANISTAN DI INDONESIA (2019-2023)

This research aims to investigate the role of UNHCR in handling Afghan refugees in Indonesia from 2019 to 2023. The method employed is qualitative descriptive with data analysis techniques utilizing literature review from various sources such as e-books, journals, books, reports, and other supporting references. The theory of the role of international organizations serves as an analytical tool, focusing on indicators of instruments, actors, and arenas. UNHCR functions as an instrument by determining refugee status and providing shelter. As an actor, UNHCR offers empowerment and protection assistance across various sectors including economics, education, health, and facilitates long-term solutions such as voluntary repatriation and third-country resettlement. As an arena, UNHCR advocates for the interests of Afghan refugees in Indonesia and ensures proper handling efforts in national and international forums and meetings. The research findings affirm that UNHCR has successfully managed Afghan refugees in Indonesia from 2019 to 2023, serving as an instrument by determining refugee status and providing shelter. As an actor, UNHCR offers protection and empowerment in economics, education, health, and facilitates long-term solutions through voluntary repatriation and third-country resettlement. As an arena, UNHCR advocates for Afghan refugee interests and ensures successful handling efforts in both national and international forums and meetings.
