Abstract
This research aims to examine Amnesty International efforts as global civil society movement of human rights violation settlement against Haitian immigrants in Dominican Republic. The authors use qualitative descriptive research methods with systematic, factual, and accurate parsing of events without changing data integrity. The authors mapped the efforts of Amnesty International into four strategies of the Global Civil Society theory, Visibility, Audibility, Lobbying, and Networking, using the framework of human rights concept as a research focus guide. Violation of human rights in Dominican Republic against Haitian immigrants is a result of long historical construction. Every Haitian immigrant residing in the Dominican Republic is granted status as transit tourist after the Enforcement of Migration Act No. 185 in 2004. Constitutional Court of Dominican Republic issued a controversial rule No. 168 in 2013, resulting in Haitian descent, born in the Dominican Republic bearing stateless status. The results of this research showed that Amnesty International successfully raised international support to condemn the arbitrarily treatment of the Dominican Republic against Haitian immigrants. President of Dominican Republic committed to make radical reforms for Dominican police and Antihaitianismo group to pay more attention in human rights values. The Constitutional Court of the Dominican Republic issued Regulation No. 169/14 as a solution for controversial regulation No. 168/13.
