Abstract

This research is a qualitative study aimed at describing the evaluation process of the Ministry of Social Affairs' poverty alleviation program in Indonesia. The focus is on Central Jakarta, specifically the program called "Pahlawan Ekonomi Nusantara" abbreviated as PENA. Poverty is the inability to meet basic needs physically, spiritually, and socially, leading to issues such as backwardness, hunger, social disability, isolation, and environmental changes. Combating poverty involves strategic approaches like expanding opportunities, empowering communities, capacity building, and social protection, serving as a foundation for sustainable development and improving societal well-being. The study includes respondents from both program implementers and recipients. Data collection methods include interviews, observations, and documentation. Unstructured interviews are conducted using questions as data collection instruments, while observations are used to understand relevant research phenomena. The data analysis is descriptive in nature. The research findings indicate that the implementation of the Pahlawan Ekonomi Nusantara (PENA) program in Central Jakarta in 2022 has been successful. This is evidenced by the assistance provided to many financially disadvantaged individuals. The program has achieved its intended outputs and outcomes, aligning with its vision and mission.
