Abstract

The teacher certification program policy implemented since 2006 is a government recognition and award for qualified professional teachers. However, the impact of certification on teacher behavior change is not optimal.The objectives of this research are: (1) studying and analyzing the meaning of educational professionalism for certified teachers in Malang Regency, (2) studying and analyzing the meaning of certification for teachers in Malang Regency. This research uses qualitative approach with phenomenology method. The theory used is the theory of Symbolic Interactionism in the perspective of Herbert Blumer. The data collection techniques used in this study are observation and in-depth interviews. Determination of the subject is a teacher who has passed the certification test of 16 people. Methods of data analysis performed by transcribing procedures, bracketing, inventory of important statements, cluster of meaning, and description essence. The findings of this research resulted in the meaning of educational professionalism for teachers who received certification, namely: (1) attitude and behavior that characterized, can be role models and role models of students and society of school environment, (2) alert and responsive to learning activities and able to manage class, (3) focus on the job and not pursue the material, (4) be a role model of students and interact with the community in the neighborhood around the school, and (5) proud to be a teacher as a profession, work to follow rules, and perform tasks according to expertise professionally, and responsible, has a work ethic and has a broad insight and trying to improve the quality of education in accordance with the eligibility of the decree determined by the government. The findings of the meaning of certification for teachers are: (1) to increase knowledge by attending seminars / training / training and higher education, (2) focus and concentration on work, not seeking additional income outside official, (3) be disciplined, diligent, (3) to help the welfare of the family's economy and to meet the school's cost of children and daily necessities, (4) an acknowledgment and appreciation of worthiness as a professional teacher, (5) dare to owe more, because there is, (6) acting and acting according to the four competencies of teachers ie paedagogik, professional, social and personality, (7) can equip facilities and infrastructure or learning media actively and creatively at their own expense, (8) play an active role in the surrounding environment as well as in the community of residence. The conclusions of the results of the research analysis are: (1) the meaning of the Professionalism of Education for the teacher is to behave and behave in character and responsible to perform the task professionally according to the competence standard of the educator, and (2) the meaning of Certification for the teacher is the government's assistance to the welfare of the teacher in fulfilling the needs of the profession or family.
