Abstract
Punk is western culture which actually has been accepted and applied in life by some Indonesia adolescents, and has caused ancestors culture eroded with negative values. Their negative behavior is not actually be arranged in KUHP peculiarly, but they earn was also imposed by Section 504 and 503 KUHP KUHP number 409 concerning un heavy Injustice ( Tipiring) if it is true proven make a mistake. Though the rules have just remained, community of Punk in Malang city often does transgression like doing Premanisme, asking for money forcibly, making a scene or riot with influence of liquor. And writer checked and analyzed that problem. The rising problem of generated transgression that caused by punk community in malang city is how was law behavior and also impact of punk community which has bad effect on to environment security, and what are factors cause of punk community transgression, and how is Government officer role to transgressions which done by punk community in Malang city. In obtaining data, writer use some techniques are Perception or observation, interview, documentation, and also study bibliography, and hereinafter writer process data with descriptive analyze method. The method means giving the image of concerning existing fact that will be analyzed to determine solution which finally can give conclusion and made the basis in giving opinion and suggestion of writer. Pursuant to result of writer research which has done in Police of Resort Town (Polresta malang) Malang town concerning generated transgression of existence punk community in Malang can be concluded in six Factors pushing punk community do transgression in Malang, that are : Family, Education, Interaction, Personality, Group Friend Coeval ( peer of group), and Economic background. Later; Then there are some generated transgression forms or done by punk community in Malang town, that is : Premanisme, asking for money forcibly, making a scene or riot with influence of liquor. Hereinafter there are some police actions as government officer securities which in this case is Set of Unit of Samapta Malang which discover transgression which in generating from existence of punk community Malang by giving penalization like PBB ( Training of walk), gymnastic / sport, and run to encircle page; yard of Polresta to give effect discourage to them ( Community of Punk), and if proven them make a mistake have [done/conducted] transgression, hence will earn to be imposed by section 504 and 503 KUHP jo. 409 KUHP concerning un heavy Injustice ( Tipiring) and given them defense as part of promise and duty of Police.
