This industrial relationship is in three forms, are these relationship between company and state, relationship between company and employee, and relationship between employee and state. Industrial relationship in Indonesia affected by olitics climate appeared in new Order period is that the government uses structural principle to avoid conflict. The government or employer presses conflict evolvement to obtain a balance in relationship between employee and employer, so that in that time, there is meaningless conflict from the employee. Privatization pattern is also one meaningful factor that affects industry not only in the form of ownership share shift to other party or private party. With manpower condition that often appears, conflict that is in the middle of this freedom results in restlessness for company party. So, beginning from these reasons, the company party highly treats contract working for their employee. Prevailing this contract-working is also affected by many factors, which one of these is that striking or demonstration actions occurred and done by employee with many reasons such as demanding salary increase, working safety or other welfare. With contract-working system, the employees feel that they have no certainty about their destiny because they can be fired at any time. Although in Act about manpower of No. 3, 2003 that one of article regulates contract-working system and outsourcing, but this does not secure employee welfare. This contract-working system phenomenon appears on PT. Karya Ali Putra-Sidoarjo, which more than 50% its employees is treated with contract-working system. From the phenomena, the researcher is interested to observe about An Impact on Contract-Working System for Employee Welfare in PT. Karya Ali Putra-Sidoarjo with problem formulation is that factors that affect form application of contract-working system, contract-working system form and effect contract-working system for employee welfare. This research gets location in PT. Karya Ali Putra-Sidoarjo. Population obtained is all contract employees working in PT. Karya Ali Putra-Sidoarjo with a number of samples of 39 people. A method of taking sampling is by using Purposive Sample sampling technique. Technique of collecting data used is interview, observation and documentation. Whereas, the theory used in this research is George Simmel theory: the Society as Interaction (Superordination and subordination), Lewis Coser Structuralism-Functionalism, and Ralf Dahrendorf Structuralism. Based on result of the research conducted related with An Impact on Contract- Working System for Employee Welfare is obtained a conclusion that the factor affecting contact-working system is that company internal factor, that is consideration of efficiency and effectiveness from the company. Second, external factor, which it is condition outside the company such as high level of unemployment and government policy that does not support industrialization. From result of the research, it can be obtained a conclusion about contractworking system form, is that: other tan advertisement services in some media, PT. Karya Ali Putra-Sidoarjo also performs recruitment by using labor agency service or Outsourcing. Related with the Impact of Contract-Working System for Employee Welfare, it can be concluded that during this time, the employees of factory have no any power. The employee needs occupation, especially much labor that is unemployed and need occupation. Therefore, although they accept contract working prevailed, they feel that they are at disadvantaged over this contract-working system because there is no certainty of working for the employees. The other impact is nothing. Employees welfare such as salary increase, supports and separation pay in this economic condition such this time with salary that is enough for daily life make this contract-working system have impact for employees welfare.
