Abstract
This is an empirical research on 37 counties and cities in East Java under the title Regional Real Income Analysis and Regional Expenditure Pre- and Post-Regional Autonomy at the County and City in East Java . Purposes of this research are to know the PAD growth pre- and post-regional autonomy at the county/city in East Java, to know PAD (share) contribution on regional expenditure pre- and post-regional autonomy at the county/city in East Java, and to analyze if there is a significant differences between PAD growth and its contribution on regional expenditure pre- and post-regional autonomy at the county/city in East Java. Here, the writer uses two hypotheses: there is significant difference on PAD growth pre- and post-regional autonomy at the county/city in East Java and there is significant difference of PAD contribution to regional expenditure pre- and post-regional autonomy at the county/city in East Java. Its analysis instruments are PAD growth ratio to know PAD growth pre- and post- regional autonomy at the county/city in East Java, PAD contribution-regional expenditure ratios to know PAD contribution on regional expenditure pre- and post-regional autonomy at the county/city in East Java, and T-test to analyze if there is significant difference between PAD growth and contribution on regional expenditure PAD pre- and post-regional autonomy at the county/city in East Java. The research results concluded that generally, there is high enough PAD growth on the county/city in East Java after regional autonomy, it means that PAD Revenue Sector is rising. PAD share mean to total regional expenditure is declining at the post-regional autonomy. It shows that there is unequal proportion of PAD contribution used for regional expenditure on county/city government in East Java at regional autonomy era. There is significant difference between PAD growth pre- and post-regional autonomy where PAD growth mean at the post-regional autonomy is much higher than pre-regional autonomy. But there is no significant difference between PAD contribution on regional expenditure pre- and post- regional autonomy. Based on the above conclusion, the writer can imply that it would be better if county and city government in East Java keep increasing their PAD to be able to fund its expenditure. The increasing PAD can be done by optimizing the potency of the existed regional revenue sources (intensification) and by digging the new potencies (extensification).
