Abstract
According to Act No. 14 year 1992 section 12 subsection (1) about Traffic and Transportation, motor vehicles in the road must agree with its function. Permission letter to become public transportation is produced by fulfilling the requirements according to Government Regulation No. 41 year 1993 section 20 about Road Transportation. The research problem is how the procedure to shift the function of private car to public transportation and what factors that influencing it. Research method uses sociological-juridical approach. Data sources are primary data, which is obtained from the Chief of Communication Department and persons who conduct the shifting of private car function to public transportation function, and secondary data, which originated from literature sources related to private car function shifting to public transportation. Data collecting technique is interview with Chief of Transportation Division from Communication Department of Pamekasan Regency and four people who conducting function shifting of private car to public transportation. Research result data is analyzed descriptive qualitatively. Based on the research result, the procedures to shift the function of private car to public transportation are registrating the private car to Communication Department to transport the passanger by fulfil the requirement such as: technical worthy, and fill the permission form of quality/shape change, run worthy, route permission on the first area to conduct the shifting of private car function to public transportation function. Further, bring all permission letters to SAMSAT in order to be replaced by yellow plate. Next, route permission to other area by bring all previous route permission and permission letter to become public transportation. The influencing factors of function shifting from private car to public transportation are external factors that includes social and economical policy; and internal factors that includes the minimum economy feature and the difficult job demand
