Abstract

Domestic economic development and energy security are important matters for a country. China initiated a project aimed at facilitating trade routes. The project crosses continents, including the African region. The African region is considered to have advantages in trade routes and is rich in natural resources, but the inadequate infrastructure is an obstacle for the region to development. One of the countries in the region is Angola. Angola is one of the major oil-producing countries in Africa but infrastructure problems and a lack of human resources are still what Angola lacks. Historically, China has had good relations with Angola and has often provided infrastructure assistance, loans, and investments. However, since the presence of the BRI program, China's assistance efforts to Angola have to be questioned again regarding the motives and objectives in assisting Angola, bearing in mind that China also needs to fulfill its domestic energy quota. Writing in this study uses a descriptive method, which will explain the findings from journals, books, and articles related to the research title. The findings from journals, articles, and books also serve as a data collection technique for this research. The concept of foreign aid as a foreign policy instrument is used to help support the explanation of this research. In achieving interests China uses foreign aid as an instrument in reaching its interests. This strategy yielded results through infrastructure assistance and borrowing funds, to create infrastructure connectivity that could expedite trade routes. However, this also resulted in the impact of the Angolan mode and oil-backed loans, thereby giving China an oil advantage.
