Abstract

Russia's military intervention in Ukraine resulted in sanctions being imposed on Russia. These sanctions were imposed by the European Union and the United States as a response to Russia's reckless actions to intervene in Ukraine. Russia also responded to these sanctions by enforcing the Ruble policy as a tool for buying and selling Russian oil and gas. Russia has a very important role in the global oil and gas market. As the world's largest oil and gas producer, Russia has made many efforts to strengthen its position in the industry. One of the ways taken by the country is to establish the ruble as an effective means of buying and selling oil and gas. The theory used in this research is actor-specific theory. The method in this research uses literature study in collecting data. Library Studies is a data collection technique taken from a trusted source and the truth is concrete. The purpose of this study is to analyze Russia's policy in determining the ruble as a means of buying and selling oil and gas in 2022. The result of this research is that Russia's policy of establishing the ruble as a means of paying for oil and gas has rational reasons and is based on economic and political interests. Russia's interest in establishing the ruble as a means of global transactions based on economic and political factors is closely related to efforts to control and strengthen global energy markets.
