Abstract

Subscription parking is one of the policies implemented by the Lamongan District Transportation Agency. This study aims to determine the effectiveness of subscription parking in minimizing extortion practices by parking attendants in Lamongan District. The research adopts a socio-legal approach with a descriptive research nature. Based on the research findings, it is concluded that overall, subscription parking in Lamongan District has proven to be quite effective in minimizing extortion practices by parking attendants. This conclusion is supported by interview results from the majority of informants and a significant decrease in violation data from 2019 to 2023. Factors such as legal framework, law enforcement, supporting facilities, and community involvement have been effective in this regard, although cultural factors have not been fully effective. To combat extortion practices, the Lamongan District Transportation Agency has implemented measures through Lamongan Regent Regulation No. 72 of 2019 on the Implementation Guidelines of Regional Regulation No. 15 of 2010 on Parking Service Fees on Public Roads, which include preventive and punitive supervision. Preventive supervision involves guidance, monitoring, and socialization to informal parking attendants to ensure their understanding of the regulations and to discourage extortion practices. Punitive supervision aims to provide a deterrent effect and punish violators. The effectiveness of subscription parking has the potential to reduce extortion practices by parking attendants and improve parking services in Lamongan District. Additionally, it can enhance public awareness of law enforcement in parking, and contribute to creating a more organized and secure environment. Therefore, the effectiveness of subscription parking plays a crucial role in the development and improvement of parking standards in Lamongan District.
