Abstract

Melanesian Spearhead Group is a sub-regional organization in the Pacific Region. This organization was formed on the basis of solidarity between countries with a Melanesian racial background. Apart from that, the aim of establishing this organization is so that countries in the Pacific Region can help each other with the aim of making each other prosperous and discussing issues related to these countries. There are several types of membership in MSG, full member, associate member, and observer. Papua is one of the regions that has a majority population of Melanesian racial background under the sovereignty of the Unitary State of the Republic of Indonesia. However, since the integration process of Papua becoming part of the Republic of Indonesia, there have been a series of incidents of human rights violations that continue to this day. As a result of this, Papua's human rights situation has been discussed several times in international forums, including the MSG. The Papuan delegation who tried to carry out diplomacy to voice cases of Papuan human rights violations at the MSG was ULMWP.United Liberation Movement for West Papua is a Papuan diplomatic struggle unit which was formed on December 6 2014 in Vanuatu. Currently ULMWP is a member of MSG with status asobserver. The series of diplomatic efforts carried out by ULMWP in the Pacific Region succeeded in bringing the Papua issue to international forums such as PIF and UNGA. However, the efforts made by ULMWP have not been able to have a significant impact on the human rights situation in Papua.
